LIBER (Ligue des Bibliothèques Européennes de Recherche - Association of European Research Libraries) is the main network for research libraries in Europe.
Our network comprises more than 400 national, university and other libraries from over 40 countries. Although LIBER's roots are based in Europe, the participation of research libraries from outside the European Union is widely encouraged.
LIBER was founded in 1971 as an Association under the auspices of the Council of Europe. Its offices are currently housed in the Royal Library of the Netherlands, having moved from the Royal Library of Denmark in 2008. This was followed in 2009 by the establishment of LIBER as an official Foundation (Stichting LIBER) under Dutch law.

LIBER aims to serve academic libraries in Europe, their universities and researchers by:
1. Providing an information infrastructure that enables research in LIBER institutions to be world class.
2. Ensuring that the experience of users in LIBER institutions is enriched by the facilities and services offered by LIBER.
3. Promoting and advocating for European libraries in all European and national fora where the voice of LIBER needs to be heard.
4. Developing library and information professionals who are innovative and offer leadership to the library community.
