LIBER aims at representing the interests of European research libraries, their universities and their researchers. It promotes in particular:

• efficient information services
• access to research information, in any form whatsoever
• innovative end-user services for teaching, learning and research
• preservation of cultural heritage
• efficient and effective management

In order to fulfil these tasks, LIBER will develop and systematically support:

• the creation and development of a functional network of national and university libraries and other research libraries in Europe
• a goal-oriented partnership with other organisations in Europe and beyond
